President - Ryan J. Smoak, PE, MBA
Ryan
Smoak is a graduate of Clemson University with a Bachelor of Science
Degree in Electrical Engineering and the University of South Carolina
with a Masters of Business Administration. His main engineering focus
has been on the preparation of long range engineering plans,
construction work plans, as well as environmental reports and
operations and maintenance surveys. Ryan is a member of numerous
professional organizations including IEEE, Association of
Communications Engineers, and the National Society of Professional
Engineers. He is a Registered Professional Engineer in the states of
South Carolina and North Carolina. Ryan currently serves as the
President of the Board of Directors of McCall-Thomas Engineering.

Vice President - Shawn Higbe, PE
Shawn
graduated from Clemson University with a BS degree in Electrical
Engineering and has been with McCall-Thomas Engineering since June of
2000. His area of expertise is electrical design for utility, municipal
and industrial clients and ranges from electrical substations to
industrial and commercial design and power quality. He is also
responsible for wireless tower designs and has issued grounding
specifications for FTTX Optical Network Terminals to solve lightning
problems. In addition to his engineering duties and service as Vice
President of McCall-Thomas Engineering, he is Director of the
Electrical Engineering Division. Shawn is a Registered Professional
Engineer in the states of South Carolina, Florida, Georgia, Tennessee
and the Commonwealth of Virginia, as well as a registered Master
Electrician in the state of South Carolina. Shawn has also obtained
Level I Thermography Certification.

James (Andie) A. Hoff, PE
Andie
graduated from the Citadel in 2000 with a BS degree in Electrical
Engineering. Prior to joining McCall-Thomas in 2007, he worked as a
system engineer for Berkeley Electric Cooperative in Moncks Corner, SC
in the area of system planning and SCADA maintenance. Since joining
McCall-Thomas he has been primarily responsible for the preparation of
long range engineering plans, construction work plans and financial
forecasts. He is a registered Professional Engineer in the state of
South Carolina.

Raymond W. Drause, PE
Ray
graduated from Herzing Institute and has spent over 36 years in the
telecommunications engineering field. His experience includes the
design, installation, and operation of switching, fiber optic,
wireless, video and power systems. He has held positions ranging from
Assistant Engineer to Vice President of Engineering & Planning.
His responsibilities ranged from detailed engineering of individual
systems to the overall engineering management of entire multi-state
networks. He has worked for large and well established companies -
AT&T and SBC - and for cutting edge companies in the CLEC
industry - NewSouth and NuVox Communications. Ray has recently designed
and managed installation of radio systems to bring broadband voice and
data services to businesses. He brings not only a pragmatic approach to
network and project management, but also a strong theoretical
understanding of the underlying principles of the technology. He is
highly knowledgeable of both outside plant and inside plant components
for fiber, copper, and wireless and has successfully managed customer
premise installations, as well.

Joe Scruggs, Jr., PE, RCDD
Joe
joined McCall-Thomas Engineering with 30 years experience with
operating telephone companies in South Carolina. He has an Electrical
Engineering degree from Clemson University and a Business
Administration degree from Erskine College. While at Hargray Telephone
Company, he headed up a team to select a FTTH vendor and trial the
product in a new subdivision in Bluffton, SC. The Alloptic product
continues to be used at Hargray today to provide voice, data and RF
video and has migrated to IPTV. During his tenure at Farmers Telephone
Cooperative, he coordinated the selection of a new mapping system,
CableCad, had the serving territory landbase digitized, and had all
company outside plant records re-digitized to the new CableCad system.
Joe has experience with CPR records at both Hargray Telephone and
Farmers Telephone and has worked with John Staurulakis, Inc. (JSI) to
improve record keeping at both companies. He is a BISCI Certified
Registered Communications Distribution Designer.
